Providing competent personnel to industry, science, governance. Education must be paid for by someone. It would seem that the person requiring the educated worker should contribute to that education. Society can also support the arts and pure sciences.

The current practice of importing educated workers is a bargain for the employer at the expense of the country they come from (lost potential workers) and the comparable workers that are already in country (idle, wasted potential).
